The National Public Service Ethics Board has designated December as "National Public Service Ethics Month" and is conducting various educational activities. Materials prepared by the National Public Service Ethics Board will be posted on the bulletin board for your internal use.

National public officers are subject to certain rules in their dealings with companies. For example, if a company engages in any of the following acts toward a national public official with whom the company has an "interest" (contractual relationship, application for a license or approval, receiving an on-site inspection, etc.), the other national public official will be charged with a violation of the National Public Service Ethics Law and Ethics Code.

  • Giving gifts of money, goods, etc.
  • Providing free services, such as a ride to and from work, etc.
  • Providing entertainment (food and beverages are allowed if the national public official bears "his/her own expenses").

In addition to these acts, there are other prohibited acts.

The above website also contains a pamphlet on the Ethics Law and Code of Ethics and a collection of case studies that explain the operation of the Ethics Law and Code of Ethics in accordance with specific cases.

Even in cases where there is no "conflict of interest," if the provision of entertainment or property benefits exceeds what is socially accepted as reasonable, the national public official who receives such benefits will be charged with violating the Ethics Law and Code of Ethics.

If there is any doubt as to whether or not a specific act is acceptable, please contact the other national agency or the Ethics Board.
