From JPMA The beginning of the year 2020
At the beginning of the year 2020, I would like to extend my best wishes for the New Year.
In 2019, we, the Japan Pharmaceutical Manufacturers Association (JPMA), have published our "Policy Proposal 2019 - Pursuing Innovation and Solving Social Issues" and have taken every opportunity to gain the understanding of many people for this proposal.
In 2020, important policy discussions for the pharmaceutical industry are scheduled to take place, such as the compilation of the Council for the Study of Social Security for All Generations and the review of the Health and Medical Care Strategy. Through these discussions, we will work toward the realization of our recommendations by confronting social issues and taking action.
Japan's economy and society have faced a variety of challenges over the years and have overcome them one by one to reach the present day. In particular, it is a matter of great joy and pride that Japan has become one of the countries with the world's longest and healthiest life expectancies, thanks to improvements in public health and advances in medical technology. However, new issues have emerged as life expectancy has increased.

Typical examples are the issues of medical care, pensions, and long-term care, in other words, social security. In addition, the decline in the working population due to the falling birthrate has become a serious issue that could undermine the foundation of the social security system. We are closely watching with great interest how the government will address these issues and come up with countermeasures through discussions at the Council on Social Security for All Generations and other forums.
We see the essential issue of an aging society with a declining birthrate as the lack of support for the social security system. The significance of the pharmaceutical industry's existence in society is its contribution to the nation's healthcare through the creation of innovative new drugs. In the future, we hope to play a part in solving the problems of the declining birthrate and aging society by not only innovating in the treatment of diseases, but also by extending healthy life expectancy through the realization of preventive and preemptive medicine, thereby shifting the conventional "supporter" to "supporter" and increasing the number of people in the workforce.
We also believe that pharmaceuticals that can contribute to the sustainability of social security by increasing the "supporters" of the economy and society, or by leading to more efficient consumption of medical resources, should be given a certain amount of recognition for their value. In order to bring the benefits of innovative new drugs widely to Japan and further extend healthy life expectancy, it is necessary to strongly promote both "creation of an environment for innovation" and "appropriate evaluation of innovation".
We will do our utmost to pursue innovation and solve social issues. I would like to begin this New Year's greeting by asking for your understanding and support.
